On July 31, 2011, the Department of Equipment Industry of the Ministry of Industry and Information Technology and the China Construction Machinery Industry Association jointly held the "12th Five-Year Development Plan Press Conference for China Construction Machinery Industry" in Qingdao, Shandong Province. The meeting was chaired by Deputy Secretary-General Wang Jinxing of China Construction Machinery Industry Association. Director Wang Jianyu of the Ministry of Industry and Information Technology of the Ministry of Industry and Trade delivered an important speech. Secretary-General Su Zimeng gave an introduction on the specific situation of the “12th Five-Year” development plan for the construction machinery industry.

The construction machinery industry is a key industry in the country's equipment manufacturing industry. The development of the industry is closely related to the modernization of the national economy and the level of infrastructure. The scientific establishment of the “Twelfth Five-Year” development plan for the construction machinery industry has a bearing on the overall health and sustainable development of the industry. Since June 2010, the China Construction Machinery Industry Association has been entrusted by the Equipment Industry Department of the Ministry of Industry and Information Technology to preside over the formulation of the “Twelfth Five-Year Plan” for the construction machinery industry. After more than one year of research, preparation, modification, and review, it is officially announced to the whole industry today. .

Planning from the current status of the industry and development during the “Eleventh Five-Year Plan” period, major issues and constraints in the development of the industry, market demand forecast during the “12th Five-Year Plan”, development strategy and guiding ideology during the “12th Five-Year Plan”, and “Twelve Five Seven aspects such as the development planning objectives, development priorities and major tasks, policy recommendations and measures and opinions have elaborated and planned the development status and prospects of the industry. It highly summarized the brilliant achievements made during the “Eleventh Five-Year Plan” period of the industry and looked forward to the development prospects of the industry in the next five years.

The plan clarifies that the guiding ideology for the development of the industry during the “Twelfth Five-Year Plan” is: to deepen reform and scientific development as the driving force for development; to be market-oriented; to adjust the structure and change the growth mode to the main line of development; to earnestly understand and implement the relevant policies of the central government. Intensify macro-level guidance, make good use of all social resources and positive factors, change ideas, rationalize ideas, and highlight key points.

The development strategy of the industry is to promote the transformation of China's construction machinery industry from a manufacturing country to a manufacturing powerhouse, and to initially form an R&D and manufacturing system for host products, basic technologies, and functional components with international frontiers. The main products have reached the international average advanced technology level, and China's construction machinery industry has been transformed from extensive, imitation, and quantitative models to technological innovation, quality, and efficiency.

At the same time, the plan also put forward the specific development goals for the industry during the “Twelfth Five-Year Plan” from five aspects: the total industrial development goal, the scientific and technological development goal, the quality and efficiency goal, the export goal and the energy saving, consumption reduction, and emission reduction development goals. The plan pointed out that in accordance with the structural development mode of transformation of growth ideas, forecasting that by 2015 China's construction machinery industry sales will reach 900 billion yuan level (RMB), the average annual growth rate of about 17%, of which about 26 billion US dollars of exports. In 2015, the industry’s sales revenue and exports both more than doubled over 2010.
