Ministry of Land and Resources Minister Xu Shaoshi pointed out that in the past 15 years, China’s mineral resource consumption has maintained a double-digit growth, and imports of major minerals have increased significantly, and foreign dependence has continued to rise. Among them, petroleum, iron ore, refined aluminum, refined copper, and potassium salt have foreign dependence of more than 50%. According to the prediction of the recoverable reserves of the 45 major minerals, by 2020 there will be a shortage of 25 kinds of minerals in different degrees, 11 of which are pillar minerals of the national economy.
To this end, the State Council has recently reviewed and approved the "Outline for Strategic Action for Mineral Exploration (2011-2020)", which will take 8 to 10 years to achieve breakthroughs in the discovery of important energy resources, reshape China's mineral exploration and development pattern, and promote the strategy of resource industries.
