·The Yangtze River Delta proposed to build a new energy automobile alliance

Yangtze River Delta region to promote new energy vehicles in the nation. Data show that in 2015 China's new energy automobile production and sales of about 34 million, of which the Yangtze River Delta region accounted for 33%. However, so far the new energy automotive vehicles difficult issues between the Yangtze River Delta region, continue to hamper the process of marketization of electric vehicles.
March 24, held in Zhejiang Jinhua "will be the first electric car hundred cars Yangtze River Delta to promote the development of high-end seminar" on the Shanghai exchange, director of the Office of cooperation, coordination secretary general of the urban economy Yangtze River Delta Yao Hai proposal: "For the new energy vehicles in the process of rapid development, better play to the comparative advantages of each city, and promote joint development of new energy automotive industry, the proposed composition of the Yangtze River Delta city 30 new energy vehicle alliance. "
This proposal was unanimously recognized by the participating experts, but the first problem to be solved is how to get rid of the excessive protection of local industries by local governments, which will determine whether the alliance will eventually land.
The day of the seminar, as one of the founding members of the alliance to promote new energy vehicles in Shanghai, Liu Jianhua, director of the Office launched the "Yangtze River Delta cooperation to promote the development of new energy vehicles Proposal", including: First, build a fair and open market environment, Open up the new energy vehicle market, encourage fair market competition, strengthen industry supervision and management, and promote the provision of product technology and service quality.
Second, implement a unified charging facility standard system, implement the "Electric Vehicle Charging Facilities Standard System Project Table (2015 Edition)" requirements, unify the relevant standards of charging facilities, promote the interconnection of charging infrastructure, and build a charging infrastructure information service platform.
Third, innovation and sharing of new business models, promote the replication and sharing of new business models such as time-sharing and micro-bus, and encourage all types of enterprises to actively participate in the construction and operation of charging infrastructure through various business models.
Fourth, form a long-term promotion mechanism, establish the Yangtze River Delta New Energy Automobile Promotion Alliance, establish a linkage promotion mechanism, discuss major issues, promote cooperation in technology products, resource sharing, complement talents, and achieve common progress and share of results.
According to the "Provisions of the Yangtze River Delta New Energy Vehicle Development Promotion Alliance", the alliance is a non-profit organization composed of local governments, enterprises and institutions engaged in the development of new energy vehicles in the Yangtze River Delta region. The conference will adopt regular and irregular exchanges. Communicate.
The Yangtze River Delta City Alliance focuses on improving the use of new energy vehicles in the Yangtze River Delta. The Research on the Construction, Operation and Interconnection of Charging Infrastructure in the Yangtze River Delta (hereinafter referred to as the “Report”) provided by China Electric Vehicles 100 People Show:
By the end of 2015, the total number of new energy vehicles in the promotion and application of 39 new energy vehicles across the country (regions) reached 383,285 and the number of charging piles was about 49,000. Among them, the Yangtze River Delta played a leading role in the promotion of new energy vehicles and the construction of charging piles.
Statistics: As of the end of 2015, Shanghai has promoted 57,666 new energy vehicles; Jiangsu Province has accumulated 15,135 vehicles, Zhejiang Province has accumulated 30,819 vehicles, and Anhui Province has accumulated 18,401 vehicles (only in Hefei and Wuhu); There are about 15,000 in Shanghai, about 12,000 in Jiangsu, about 0.4 million in Zhejiang, and about 0.67 in Anhui. The cumulative amount of new energy vehicles and the number of charging piles in the four provinces and cities accounted for 30% and 77% of the national total.
However, the consumers of new energy vehicles in the Yangtze River Delta still have anxiety about the charging process. The key reason is that in the current charging infrastructure can not meet the user's charging needs, there are still existing charging facilities and cars are not compatible, and are seized by fuel vehicles. The charging position, the location information of the charging facility are not clear, and there are various situations such as failure and maintenance.
How to improve the efficiency of the existing charging infrastructure, scientific planning of charging, solving unified payment, and improving the convenience of user charging, has become a prerequisite for the current Yangtze River Delta alliance.
"The Yangtze River Delta Alliance can have a long way to go." Some delegates said that the main problem now is that it is difficult to connect the charging facilities in the same city.
Take Shanghai as an example. There are 10 infrastructure operators here, and they have established their own operating platforms. Among them, most of the charging infrastructure operators for the public domain have their own APP software, and a few operators without APP are actively developing.
According to the general understanding, the process of selecting a charging pile for consumers in the future is very simple. Just download the APP software in the mobile phone and you can find the charging pile around. However, the precondition is that the data sharing of these operators' APP software can make it easy for consumers to find all the charging piles in Shanghai.
In addition, there is a problem with the charging card. At present, some car owners in Shanghai have more than a dozen charging cards of different companies in their hands, which is very inconvenient to use and seriously affects the customer experience.
These problems are now being resolved. At present, there are already 10 charging infrastructure operators in Shanghai that have launched mobile payment functions, including scanning QR codes, Alipay, WeChat, UnionPay and other payment methods. However, these factors have also led to the relatively low efficiency of public charging piles in Shanghai. The charging stations of four charging infrastructure operators use less than one hour a day, two for 1-2 hours, and the most ones are 3-4 hours.
"If these problems are not resolved, the Yangtze River Delta alliance is likely to be nothing more than a fake," said one of the experts.
However, solving these problems is not an easy task. In addition to the will of the company, the interests of local governments may also become resistance. “How to divide the income after unified payment? Is the use of electric vehicles in other provinces and cities more convenient in the provinces and cities, will it weaken the competitiveness of local production of electric vehicles?” The above-mentioned experts said that the Yangtze River Delta New Energy Automobile Alliance can be tested and tested. The determination of the local government.
