The "New Energy Vehicle Manufacturing Enterprise and Product Access Management Regulations" ("Access Management Rules") have been implemented since July 1 and are valid until December 31, 2010.
The “Entry Management Regulations†classifies new energy vehicles and their power sources into start-up periods and development periods based on the maturity of new energy vehicles, systems and key assembly technologies, and the degree of improvement of national and industrial standards and the degree of industrialization. The three different stages of technology are mature.
The initial stage product refers to the implementation path of the technical principle is still in the early stage of research, lack of national and industry related standards, products that have not yet been industrialized. The products in the development period refer to the products whose basic implementation path of technical principles is basically clear and whose national and industrial standards have not yet been perfected. Mature products refer to products whose production path of technology principles is clear, product technology and production technology are mature, national and industrial standards are basically complete, and can enter the industrialization stage.
The “Entry Management Rules†stipulates that the use of lithium battery-powered pure electric vehicles is in the development phase, and pure electric vehicles using nickel-metal hydride batteries, zinc-air batteries, super capacitors, fuel cells, hydrogen, and dimethyl ether are all in the early stages. period. For hybrid vehicles, the use of lithium batteries and supercapacitors as the driver is in the development phase, and the use of nickel-metal hydride batteries is in the mature period.
The "Access Management Rules" further stipulates that starting products can only be produced in small batches, and that they will only be tested and operated in the approved areas and scopes, and the real-time monitoring of the operating status of all products; during the development period, the products are allowed to be mass-produced, but only It can be sold and used in the approved area, and at least 20% of the product's operating status can be monitored in real time. In the mature period, the product can be sold and used in the same country as a conventional automobile product.
Accordingly, some media and industry analysts have recently stated that the above provisions of the “Access Management Regulations†will greatly affect the development speed of lithium battery vehicles and will, to a certain extent, impair the car company’s R&D enthusiasm for lithium-ion battery vehicles. â€
"This kind of discussion and interpretation of the "Access Management Rules" is entirely a misunderstanding," said Chen Quanshi, director of the Automotive Research Institute of Tsinghua University, director of the China Automotive Engineering Society and director of the Electric Vehicles Branch. "On the contrary, the Ministry of Industry and Information Technology" The "Regulations" clearly stipulates that the government will encourage and support the development of lithium-ion battery technology applicable to pure electric cars and hybrid cars, not limit it."
The "Regulations for the Adjustment and Revitalization of the Automobile Industry" promulgated by the State Council this year clearly stipulates that the development of new energy vehicles will be the country's long-term strategy and decision-making. The “Access Management Regulations†are concrete measures implemented by the government to support new energy vehicles, especially hybrid vehicles and pure electric vehicles.
Strictly speaking, the “Regulations on Access Management†is more prudent for the development of products and power sources in the initial period. Due to the lack of technical principles, implementation paths, standards, regulations, and industrialization conditions, products can only be tested in a small range, and no batch investment is allowed. In the market, and from the viewpoint of product safety, the operating status of all used products must be monitored in real time.
However, as for the products and power sources included in the development period, as the name suggests, the state must encourage and develop. Among the pure electric passenger vehicles in the “Entry Attachment 1: Regulation Table for the Classification of New Energy Vehicle Technology Stages (applicable before December 31, 2010)†of the “Entry Management Regulationsâ€, only lithium-ion battery is listed as “development periodâ€. "The hybrid commercial vehicle will also list lithium-ion battery as the power source for the "development period." The products in the development stage can be produced and sold in batches after the national and industry standards have been set. However, due to product and consumer safety considerations, the “Access Management Regulations†require that products can only be sold and used in the approved areas, and at least 20 The decision to monitor the operating status of % of products in real time is completely understandable. It does not mean that the country will limit its use and sales.
Although the lead-acid battery is included in the "mature period", it is known that it can only be used under low-speed and off-highway conditions. It is not the same as the lithium-ion power battery in terms of energy, power, and mileage. Although the metal hydride nickel power battery is also included in the “mature phase†of hybrid passenger car applications, the hybrid car is only a weak mix. “Compared with the plug-in hybrid vehicle, it is more of a kind. Transitional products." Chen Quanshi said.
Annex 1 of the “Entry Management Regulations†clearly states at the same time, “The lithium-ion power batteries currently listed in the table include lithium-manganese-type lithium-ion power batteries and lithium iron phosphate lithium-ion power batteriesâ€.
The BYD plug-in hybrid F3DM, which was launched in December last year, uses a lithium iron phosphate battery and is approved for sale in 14 major cities across the country. BYD Auto is also preparing to introduce the hybrid car F6DM and the pure electric car e6 by the end of this year. Therefore, it is considered that the “Entry Management Rules†only encourages lead-acid battery batteries and metal hydride nickel-based power batteries, and it is wrong to limit the development of lithium-ion power batteries and their automobiles.

Corrosion Resistant Submerged Pump
Corrosion-resistant submerged pumps rely on atmospheric pressure to raise the water level. With the movement of the piston, an approximate vacuum is created, and the water is forced up by the external atmospheric pressure. In principle, it can be divided into pneumatic pump, Centrifugal Pump, axial flow pump, mixed flow pump, screw pump and so on.
