Institute of Internal Combustion Engines leads the formation of a strategic alliance for technological innovation

The reporter learned from the China Internal Combustion Engine Industry Association that experts from the internal combustion engine fields including the China National Internal Combustion Engine Industry Association and Tianjin University’s State Key Laboratory of Internal Combustion Engine Combustion have jointly proposed an initiative and hope to establish a strategic alliance for energy-saving and environmental-friendly internal combustion engine technology innovation as soon as possible.

Creating an alliance is imperative

It is understood that at the recently held “Strategic Alliance for Energy-saving and Environmental-friendly Internal-combustion Engine Industry Technology Innovation” seminar, well-known experts in the industry agreed that in response to the call of the Party and the State to strengthen the construction of a technological innovation system that combines production, study and research, and promote China's engine backbone enterprises, universities and research institutes are effectively integrated at the strategic level. It is imperative to establish a strategic alliance for energy-saving and environmental-friendly internal combustion engine technology innovation. The alliance will establish a strategic long-term mechanism, autonomously master the key technologies of internal combustion engine energy-saving and environmental protection, and realize the transition from a large-scale internal combustion engine producing country to a strong research and development country.

Professor Tian Mingfa, director of the Tianjin University’s State Key Laboratory of Internal Combustion Engine Combustion, stated that the internal combustion engine industry is an important basic manufacturing industry in China and its position in the development of the national economy is very important. The energy saving and environmental protection of internal combustion engines is the country’s strategic needs. The establishment of an internal combustion engine industrial technology strategic alliance will focus on the industrial technology innovation chain, the use of market mechanisms to gather innovation resources, and the effective integration of enterprises, universities, and scientific research institutions at the strategic level. It will be of great significance to jointly break through the technological bottlenecks of the internal combustion engine industry.

Nine key companies, six universities and five research institutes from the domestic automobile and engine sectors, and relevant experts from the United States, Germany, and the United Kingdom discussed the necessity and specific methods of forming alliances and analyzed the situation of foreign industrial technology innovation alliances.

At present, domestic and foreign countries have concentrated on integrating superior resources, improving research and development efficiency, and as an important measure to improve the core competitiveness of enterprises and countries. The Industrial Technology Strategic Alliance will enable all members of the coalition to achieve greater results with smaller inputs and share input risks.

The United States Green Diesel Engine Technology Alliance, the German Engine Production and Research Cooperation Coalition, the British University Internal Combustion Engine Federation, and the United States MIT Engine Joint Research are all examples of successful international industrial technology strategic alliances. Domestically, a series of strategic alliances for technological innovation in the coal (energy) chemical industry, steel recycling process, coal development and utilization, and agricultural equipment have also been established in China.

The operating method is negotiating Li Xinnan, deputy director of the Department of Policy and Regulation of the Ministry of Science and Technology, said that for the truly well-run alliance, the country will provide supporting support. The internal combustion engine industry is very large. Its energy conservation and environmental protection are in line with national industrial development policies. However, many key technologies are still subject to human control. It is necessary to organize industrial technology strategic alliances, pool resources, capture and master key technologies, and support industrial development.

This gives a very clear signal to the participating experts. The country strongly supports those strategic alliances that are beneficial to the development of the industry. The key is to see how this alliance is formed and what concrete things to do.

Experts and scholars attending the seminars were from China FAW, Dongfeng Automobile, Shanghai Automotive, Guangxi Yuchai, Chery Automobile, Changan Automobile and other enterprises. They also included Tianjin Institute of Internal Combustion Engines and Tianjin University, Jilin University, Shanghai Jiaotong University, and Tsinghua University. The professionals in the automotive and internal combustion engine research fields at universities and research institutes such as Tongji University can be described as huge in size.

After detailed discussions, the seminar decided that Tianjin University would take the lead in setting up the preparatory working group for the “Strategic Alliance for Energy Efficiency and Environmental Protection Engine Industry Technology Innovation” to promote the alliance construction. The working group will investigate and collect common technical issues of the alliance, formulate research tasks and objectives of the alliance, discuss the draft through a number of meetings, and draft alliance cooperation agreements and articles of association.

According to Fatality, this strategic alliance will be targeted at the three basic tasks of joint research on non-competitive key generic technologies, research and development of key components and innovative talents. In the efficient and clean combustion technology, control technology, vibration and noise reduction technology, energy-saving new technologies and other areas to form a joint force. For issues that are easily encountered by the alliance, intellectual property and other alliances, the scope and manner of sharing existing intellectual property rights and their rights to be shared with each other, respecting the alliance unit's exclusive use of its unutilized alliance resources or existing intellectual property rights, etc. will be discussed.
