Comprehensive use of waste tires revives

Faced with the sharp rise in rubber prices and the increasing dependence on rubber, the industry experts and companies have urged the country to introduce or adjust relevant policies as soon as possible, vigorously promote the recycling of used tires, so as to ease the pressure on China's rubber resources. This reporter learned from the symposium organized by the China Petroleum and Chemical Industry Federation held in Beijing on September 6 that the policy on the comprehensive utilization of used tires had been developed.

Zhao Jungui, vice president and secretary-general of the Petrochemical Federation, pointed out at the meeting that China is the world’s largest consumer of rubber resources and is also a country with very little rubber resources. Nearly 80% of natural rubber and over 40% of synthetic rubber Relying on imports, natural rubber's import dependence has been higher than oil, iron ore, and food, ranking first. The amount of rubber consumed by tires accounts for more than 70% of the total rubber consumption. Therefore, it is of great significance for China to vigorously develop the comprehensive utilization of used tires.

Lou Qi, a senior engineer of Hangzhou Chaoyang Rubber Co., Ltd., said that the high-quality reclaimed rubber currently being developed in China is basically comparable to natural rubber, and replacing about 10% of raw rubber with high-quality reclaimed rubber does not affect the performance of tires. Each tire can also save 3.2 kilograms of raw rubber, and the cost will drop by 40-50 yuan.

Lu Desen, a senior engineer at Shuangqin Group Co., Ltd., also stated that the tire industry is in urgent need of comprehensive utilization of high-quality reclaimed rubber, rubber powder and pyrolytic carbon black and other used tires to reduce production costs. However, due to insufficient investment in equipment and technical reforms, the output of the comprehensive utilization of waste tires in China is still far from meeting the demand.

At the meeting, 20 companies including Fujian Renke Group, Nantong Back Rubber Co., Ltd., Sichuan Longchang Haiyan Rubber Co., Ltd., and Jiangsu Yazhong Rubber & Plastics Co., Ltd. jointly called for tire retreading, reclaimed rubber, rubber powder, and thermal cracking. Recycled rubber and pyrolyzed products (fuel oil, carbon black, and steel wire) are listed in the “Introduction to Corporate Income Taxes for Comprehensive Utilization of Resources”, and at the same time, the value-added tax policies for the comprehensive utilization of used tires are adjusted so that they can be adjusted from exempt to immediate refund. The return rate is 75%.

According to Niu Bo, Director of the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission, who attended the meeting, the National Development and Reform Commission is currently in full swing to formulate relevant policies to promote the comprehensive utilization of used tires. It is planned that by 2015, the rate of renovation of passenger and cargo tires in China will increase to 20%, and the utilization rate of harmless processing of waste tires will increase to 15%.
