In the promotion of the whole process of mechanization, it presents three characteristics.

The administrative promotion has been significantly strengthened. The "13th Five-Year Plan for National Economic and Social Development" proposes the goal of building 500 full-scale mechanized demonstration counties across the country, and incorporates major agricultural modernization projects during the 13th Five-Year Plan period. Jiangsu, Jilin and other provincial governments issued opinions, proposing that the entire province promote the mechanization of food crop production, and implement the “machine substitution” project in the agricultural sector in Zhejiang Province. Some city and county governments have raised the whole process of mechanization from departmental behavior to government behavior, and successively issued opinions on accelerating the whole process of mechanization, and clarified the promotion measures, departmental responsibilities, and assessment objectives. The investment support has been continuously increased. The Ministry of Agriculture and Finance continued to play a guiding role in the subsidy policy for agricultural machinery purchases, focusing on solving the equipment and equipment needed for key crop production. We will guide all localities to increase subsidies for machinery and equipment needed for green cultivation techniques such as conservation tillage, deep pine preparation, and straw returning, and strive to make up for subsidies and open subsidies. The working mechanism is getting better and better. The Ministry of Agriculture issued the “Evaluation Indicator System for the Whole Process of Mechanized Demonstration of Major Crop Production”, and announced the first batch of 28 demonstration counties that basically realized the whole process of mechanization, and stimulated the enthusiasm for the success of the local competition. The Ministry of Agriculture's entire mechanized promotion action expert guidance group has strengthened the guidance services for the whole process of mechanization technology. The Ministry of Agriculture initiated the implementation of the main mechanization demonstration project for major crop production, supported 159 counties (districts) to create a full-scale mechanized demonstration base, and explored the full-scale mechanized technical model, equipment supporting program and production and operation mode with regional characteristics, creating a group to see.
