According to the notice of the National Development and Reform Commission, all localities should eliminate backward technologies, processes and equipment in SMEs strictly in accordance with China's Guiding Catalogue for Industrial Structure Adjustment and related laws and regulations. Improve the access threshold for energy-saving and environmental protection markets, pay close attention to the shift in backward production capacity, resolutely stop the outflow of outdated equipment and facilities, and resolutely prevent new and backward production capabilities in the form of investment promotion and industrial transfer. Enterprises that have not been phased out shall be ordered to stop production or be closed down according to law. Production licenses and discharge permits shall be revoked in accordance with law, and power supply shall be stopped in accordance with the law.
The circular emphasized that all localities should improve the energy-saving and emission-reduction service system and explore the centralized pollution control model. Encourage specialized energy-saving service companies to carry out energy-saving and emission-reduction consultations for SMEs, and provide one-stop services for design, training, financing, transformation, and operation management. For industrial agglomerations with concentrated emissions and serious pollution, explore centralized management models and promote the construction of public environment and comprehensive utilization of resources. Support the development of heat treatment, electroplating and other process specialized enterprises within the industrial cluster.
