New Standards Promote Coking Industry to Change Image

In an interview, the reporter learned that this mandatory national standard puts higher requirements on pollutant emissions in the coking industry. Compared with the current standards, SO2 and COD emissions will both drop by more than half. The experts in the industry and the leaders of the vast coking enterprises generally stated that the implementation of the new standards will help China's coking industry to change its development mode, promote energy-saving and emission reduction, eliminate backward production capacity, and establish a new image of the coking industry.
“The coking chemical industry is a heavily polluting industry. It is imperative to pay close attention to revising and formulating unified and complete pollutant discharge standards. This is not only to strengthen the management of energy conservation and emission reduction in the coking industry in China, to meet the needs of the current environmental protection situation, but also to promote industrial restructuring and changes in growth patterns. It is imperative for enterprises to fulfill their social responsibilities and achieve fair competition. It is understood that at present, the emission standards for air pollutants in the coking industry in China are implemented in the “Emission Standard of Air Pollutants for Coke Ovens” (GB16171-1996) promulgated and implemented in 1996, and the water pollutant discharge implements the “Emission Standard for Water Pollutants in the Iron and Steel Industry” ( GB13456-1992) etc. With the improvement of coking technology and pollution control in China, the overall structure and level of China's coking industry has undergone major changes. The requirements for environmental quality have become increasingly stringent. The scope of application of current standards has been limited, and it has been unable to adapt to the needs of the development of new situations. The problems and defects gradually emerged.
For example, current standards apply to mechanized coke ovens and non-mechanized coke ovens. However, non-mechanized coke ovens such as soil coke and modified coke have all been banned, and new types of ovens such as tamping heat recovery coke ovens have emerged; At the level of pollution control, the current standards only stipulate partial emission limits for gas and water pollutants, do not cover the entire process of coke production, nor do they impose management requirements on noise and solid waste emissions, which restricts the promotion and application of advanced pollution control technologies.
The "Coke Industry Pollutant Emission Standard" is based on this revision and improvement. The main contents include the extension of the scope of application of the standard. The furnace type covers all existing coke ovens and increases the emission limits of water pollutants. It involves coal storage, coal preparation, coal loading, push coke, quench coke, screen coke and coke storage. The entire process of coke production, such as furnace gas purification and chemical product recovery, increased the control requirements for organized emissions sources of atmospheric pollutants, and the emission limits of unregulated emission of atmospheric pollutants at the plant boundary; increased atmospheric pollutants and water pollutants. Emission management regulations and monitoring requirements; 8 particulate pollution control factors including particulate matter, sulfur dioxide, 3,4-benzopyrene, benzene, phenols, non-methane hydrocarbons, nitrogen oxides, and hydrogen cyanide. In this way, the main emission factors of atmospheric pollutants and wastewater pollutants reached 10 and 12 items respectively.
The main basis for the new standard to determine the pollutant emission limits is the coking industry production process and pollution control technologies, combined with the actual measurement data of the coking enterprises. SO2 and COD, as one of the major control indicators of the country during the “Eleventh Five-Year Plan” period, are strictly controlled by the standard. The SO2 emission limit of the existing enterprise's coke oven chimney exhaust gas is 70 mg/m3, the new construction company is 50 mg/m3, the SO2 emission limit of the existing company's dry quenching CO2 is 150 mg/m3, and the new enterprise is 120 mg/m3 m; The existing company COD emission limit is 100 mg/l, and the new enterprise is 50 mg/l. Compared with the current standard, COD emission limits have dropped by 50 mg/l. According to the analysis of 186 domestic coking companies in China, it is still necessary to achieve such an emission limit.
Zhou Maolin, president of Shaanxi Shenmulan Coal Association, pointed out that there are problems such as unreasonable layout, scattered production, disorderly competition, and overcapacity in the coking industry in China. Environmental pollution and waste of resources are more serious. The "Entry Conditions for Coking Industry", implemented on January 1, 2009, incorporated heat recovery coke ovens and vertical coke ovens into the industry access category, and stipulated that coking production enterprises should simultaneously build coal gas purification and chemical product recovery devices and gas. Using facilities, etc., clearly put forward more advanced pollution control measures.
Zhang Ligang, general manager of Shaanxi Shaanxi Coke Chemical Co., Ltd. suggested that coking enterprises, especially large state-owned enterprises, should implement strict pollutant discharge standards, change the image of serious pollution in the coking industry, and drive the industry to eliminate backward production capacity and achieve healthy development.
He said that after the implementation of the "Coking Industry Pollutant Emission Standards", the environmental benefits will be very obvious. In 2008, the output of coke in China was 327 million tons, and the emissions of major pollutants SO2 and COD were 132,300 tons and 68,800 tons, respectively. After the existing enterprises implement the new standard, the predicted SO2 and COD emissions will be reduced to 61,700 tons and 32,800 tons, respectively, 53.4% ​​and 52.3% emission reduction, while the new company SO2, COD emissions will drop by 62.7% and 76.2 %. From an economic perspective, the 600,000-ton/year coking unit is taken as an example to meet the pollutant emission limit set by the new standard. The existing enterprise's waste gas and waste water pollution control environmental protection investment and operating costs are approximately RMB 30.1 million to RMB 38.6 million. 8.5%~11.0% of the investment; meeting the requirements of newly-established companies, environmental protection investment and operating costs of about 39 million to 55.8 million yuan, accounting for 11.1% to 15.8% of the total investment.
