Gao Hongfeng, Vice Minister of Transport, Discusses Ten Year Development Achievements in Transportation

Gao Hongfeng, Vice Minister of Transport, Discusses Ten Year Development Achievements in Transportation [Moderator]: Hello, this is the People's Network. We often say that we must be rich in building roads first. This sentence also shows the role of transportation in promoting the social and economic development of our country. Today, we come to our interview with Gao Hongfeng, Deputy Minister of Transport. Can Minister Gao brief us about the rapid development of our transportation industry since the 16th National Congress? [10:05]

[Gao Hongfeng]: In the past 10 years, the transportation industry has made considerable progress. Under the correct leadership of the party Central Committee and the State Council for more than 10 years, the majority of cadres and workers in the transportation front have made strenuous efforts. The development of the transportation industry in Pengbo can be said to be the development of the transportation industry. It has played a significant role in the development of the national economy and the safe and convenient travel of the people. [10:25]

[Gao Hongfeng]: In the past ten years, we have been adhering to planning and leading, and we have successively compiled and implemented the “11th Five-Year Plan for Transportation Development” and “National Highway Network Planning,” “Rural Road Construction Plan,” and “National Inland Waterway and Port Layout.” Planning and other major plans. [10:25]

[Gao Hongfeng]: With the implementation of the plan for more than 10 years, the large-scale transportation channel has been gradually formed, which has provided strong support for the promotion of foreign trade and market development. The total length of our roads has increased from 1.765,200 to 4,106,400 kilometers, including highway mileage. Ranked second in the world, the "five vertical and seven horizontal" 12 national highways were built in 2008 13 years in advance. By the end of 2011, the inland river mileage of the country reached 124,600 kilometers. Civil aviation regular flights reached 182 airports and the airport system was more perfect. The number of post offices reached 54,000, and the total length of postal routes was 4.038 million kilometers. In ten years, more than 80% of the newly added passenger traffic in China and more than 70% of the new freight traffic were completed by road transport. The proportion of road passenger transport undertaken during the Spring Festival travel period was over 92%. Water transport bears more than 90% of the country’s foreign trade cargo traffic, and coastal port cargo and container throughput ranks first in the world for many years in a row. Civil aviation passenger and cargo transportation ranks second in the world. [10:30]

[Gao Hongfeng]: In the past 10 years, large-scale rural highway construction and large-scale development of the western region have caused drastic changes in the travel conditions in rural areas and in the central and western regions, which has significantly reduced the gap in transportation between regions and between urban and rural areas. The total mileage of rural roads in the country increased from 1.336 million kilometers to 3.564 million kilometers, and the rate of shuttle buses across towns, villages, and villages reached 98.1% and 91.3% respectively. In the past ten years since the implementation of the strategy for the development of the western region, the total investment in the construction of highway and waterways in the western region was 1.67 trillion yuan, which was 6.8 times the total investment in the first 50 years since the founding of New China. Investment has grown as fast as never before. [10:31]

[Gao Hongfeng]: In the past 10 years, traffic safety supervision and emergency support capabilities have been continuously improved, and a modern maritime traffic safety supervision system and rescue system have been established with full coverage, all-weather monitoring, and rapid response. In 10 years, the professional salvage team implemented a total of 7716 rescue missions, rescued the lives of 31094 people in distress, and turned 1,631 Chinese and foreign ships into safety. The total value of the rescued assets reached 78.74 billion yuan. [10:31]

[Moderator]: Just now from a macro point of view, we introduced the achievements made by the transportation industry and continuously improved our safety supervision. We also learned that in the transportation industry, projects such as the Sutong Bridge, where construction is relatively difficult, can Can you tell us about the more representative major projects in these 10 years? [10:32]

[Gao Hongfeng]: Well, it should be said that with the development of our country’s transportation and transportation industry, the construction of transportation infrastructure has been in a period of large-scale construction and development. In this kind of construction, we have implemented many large-scale projects. It can be said that it is the world's leading project. [10:33]

[Gao Hongfeng]: For example, in the expressway, Hubei Hurong West Expressway. On April 18, 2010, after six years of tackling difficulties, Hubei Hurong West Expressway was officially opened to traffic. At this point, the Shanghai-Suoyang National Expressway was fully connected. The road and bridge ratio is as high as 51.81%. High-rise piers, long-span bridges and long tunnels have set the world's largest scale and technical difficulty. The bottleneck of land-based high-speed traffic between the upper reaches of the Yangtze River and the middle and lower reaches of the Yangtze River was shortened. The time from Wuhan to Enshi was shortened from more than 10 hours to 5 hours. The time from Wuhan to Chongqing was shortened from the day to night. In less than 10 hours, it takes only 17 hours from Shanghai to Chongqing. [10:35]

[Gao Hongfeng]: As you just mentioned bridges and tunnels, such as the Hangzhou Bay Bridge. Construction was started on November 14, 2003. It was completed and opened to traffic on May 1, 2008. The total length of 36 kilometers was an important milestone in the history of China's cross-sea bridge construction. It conquered the technical difficulties in constructing a cross-sea bridge at Qiangcha Gulf and obtained More than 200 technological innovations have created many world records. After the completion of the bridge, the distance between Ningbo and Shanghai was reduced by 120 kilometers, laying a solid foundation for the integration of the Yangtze River Delta. [10:35]

[Gao Hongfeng]: Qinling Zhongnanshan Tunnel. Opened in January 2007, it is a national highway network Baotou to Maoming line control project, a single hole length of 18.02 kilometers, a total of 36.04 kilometers long double hole, is the world's longest double-hole highway tunnel. Its establishment is of great significance to improving the traffic in the northwest and central and southwest regions of China, promoting the social and economic development of the Qinba Mountains, and the economic exchanges between Shaanxi Province and neighboring provinces and cities. [10:38]

[Gao Hongfeng]: In terms of water transportation, Dalian Port has 450,000 tons of crude oil terminals. On August 16, 2010, China's largest crude oil terminal, the Dalian Port 450,000-ton crude oil terminal, was formally put into use, filling the gap in China's handling of ULCC supertankers and making Dalian Port the top 10 largest oil in the world. Professional port. [10:39]

[Gao Hongfeng]: Shanghai Yangshan Deepwater Port Area. On December 10, 2006, the first phase of the Yangshan Deepwater Port was completed and the bonded port area was closed; the second phase of the project was completed on December 10 the following year; September 16, 2009, Shanghai International Shipping Center The Yangshan Deepwater Port Phase III project (second stage) passed the national acceptance test. After the combined operation of the Yangshan Deepwater Ports Phases II and III, the entire coastline will be 5.6 kilometers long, the total area of the port area will reach 2,992.85 million square meters, and the number of deep-water berths will reach 16, making it an important strategy for Shanghai to build an international shipping center. base. Its successful completion has created a precedent for China to build large-scale container deep-water port areas in the open sea, strong currents, and high sandy areas relying on the outer island reef topography. [10:39]

[Gao Hongfeng]: The 12.5-meter deepwater channel project at the Yangtze River Estuary. On May 18th, 2011, the third phase of the Yangtze River Estuary Deepwater Channel Improvement Project passed the national acceptance test, marking the successful completion of the largest fairway project in the history of water transport construction in China. The total length is 92.2 kilometers, the bottom width is 350 to 400 meters, and the water depth is 12.5 Michang's Yangtze Estuary deepwater channel is officially put into production. [10:39]

[Gao Hongfeng]: The Yangtze River estuary deepwater channel regulation project will be implemented in three phases. The first phase started in January 1998 and was completed in March 2000. The water depth of the channel increased from 7 meters to 8.5 meters. The second phase started in April 2002 and was completed in March 2005. The depth of the channel was increased by 8.5 meters. By 10 meters, the third phase project started in September 2006, and on March 14, 2010, the water depth of 12.5 meters was extended to Taicang. At present, the third and fourth generation container ships and 50,000-ton ships can be open for two-way navigation throughout the day. The fifth and sixth-generation container ships and 100,000-ton full-load bulk carriers and 200,000-ton bulk carriers can use the tide to enter and exit. The Yangtze River Estuary. At present, the first phase of the 12.5-meter deepwater channel below the Yangtze River in Nanjing has also started construction. By then, the seagoing vessels will be able to sail directly to Nanjing. [10:39]

[Gao Hongfeng]: In addition, the transportation industry has also accelerated the construction of rural roads. The central government's investment in rural highways has continued to increase, and it has been tilted toward the western region and the “poor side” region. From 6.3 billion in 2002 to 43.8 billion in 2011, the central government’s investment has increased by nearly 6 times, of which the central government’s annual investment has increased by 32% during the “Eleventh Five-Year Plan” period. In the whole year of 2011, a total of 43.8 billion yuan was allocated to the central government, an increase of 38% year-on-year. [10:40]

[Gao Hongfeng]: For example, in the Nujiang Bridge project in Nujiang Prefecture, Yunnan, the slewing bridge was implemented on the 18 pairs of straitlines in the 42 pairs of strops, and 7 suspension bridges and 7 agricultural vehicles were built. Suspension bridge, 4-seater suspension bridge and 146.5 km connection. Among them, a suspension bridge for agricultural vehicles and a suspension bridge for people and horses were opened to traffic last year. [10:40]

[Gao Hongfeng]: The Ministry of Public Security has also promulgated the Outline for the Planning of Poverty Alleviation in Congested Poverty-stricken Areas in this year, making the concentrated contiguous poverty-stricken areas the main battlefields for poverty alleviation through transportation, and making good use of poverty alleviation in transportation, policy formulation, and allocation of funds. When the project was arranged, it leaned towards concentrated contiguous areas and proposed the goal of poverty alleviation for traffic construction from “inline through the inland, Tongcun countryside, shuttle to the village, and safety”, that is, by 2020, the national highway network in the area. Basically completed, with conditions of "county-level county-level highways, villages and oil roads, villages and villages shuttle bus", the level of rural road services and disaster prevention and resilience significantly increased, the basic indicators of basic public transport services approaching the national average. [10:40]

[Moderator]: You just mentioned that in the past 10 years, the transportation industry has achieved remarkable results. Behind these achievements we have also accumulated a lot of valuable experience. Can we share with us? [11:04]

[Gao Hongfeng]: Yes, the speed of development of China's transportation industry is rare all over the world. The development is very fast. Why is it developing so fast? There are many lessons worthy of summing up. Of course we also have lessons. In the past 10 years, we should say that we have thoroughly implemented the scientific development concept and enabled us to actively explore a new path for scientific development. We reviewed and summarized the achievements of our 10-year development. Our experience lies mainly in the correct leadership of the Party Central Committee and the State Council and a scientific outlook on development. We will unify the overall situation, explore the path of development of China’s transportation in line with China’s national conditions, and create experience in the development of transportation that meets the characteristics of the times. On the rural roads, we propose to use all aspects of enthusiasm, the central government's enthusiasm, local enthusiasm, and even the enthusiasm of the peasants to jointly promote the construction and development of rural transportation. The enthusiasm of the peasant people for building roads was very high. On one occasion, I was still in Guizhou. I saw all the villages of a village come out. Under the condition that the construction machinery was under construction, the villagers followed the iron shovels. Therefore, I think we should use all aspects of enthusiasm to jointly promote the development of rural highways. [11:04]

[Gao Hongfeng]: In addition, the transportation industry has correctly grasped the needs and stage characteristics of the times and must combine China's reality with balanced development, scientific development, and safe development. In the past few years, we have also insisted on "four examinations." We must examine China's traffic development level from the perspective of world traffic development trends and laws, examine the traffic adaptation capacity from the perspective of the overall development of the national economy, and stand on the perspective of the people's demand for transportation. Examine the level of transportation services, and look at the problems of transportation from an angle outside the industry. In this case, we will clarify our development ideas, clearly propose the strategic tasks for accelerating the development of the modern transportation industry, and enhance our awareness and steadfastness in implementing the scientific concept of development. [11:04]

[Gao Hongfeng]: In terms of development concepts, we insist on serving the overall situation of economic and social development, serving the construction of a new socialist countryside, serving the principle of safe and convenient travel of the people, and striving to improve the overall service level of the transportation industry. The actual conditions of the basic industry and service industries of the national economy are based on the characteristics of involving hundreds of thousands of households and serving hundreds of millions of people. We regard transportation as an important content and service guarantee for building a well-to-do society in an all-round way, thinking in advance, making overall plans, and highlighting the industry. Service properties. [11:04]

[Gao Hongfeng]: In terms of development methods, promote the "three transformations", that is, from the main reliance on investment in infrastructure construction to the transformation of construction, maintenance, management, and transportation services; and from the major increase in the consumption of material resources to scientific and technological progress, Industry innovation, quality improvement of employees, and resource-saving environment-friendly transition; from the development of a single mode of transportation to the development of an integrated transportation system, improving the safety, comprehensiveness, coordination, and sustainability of development. [11:04]

[Gao Hongfeng]: In terms of development momentum, promote the “four innovations”, that is, promote the concept innovation, technological innovation, institutional innovation, and policy innovation to solve the outstanding problems that affect and restrict the scientific development of transportation. [11:05]

[Gao Hongfeng]: It is along this path of development that is consistent with China's national conditions and rich in the characteristics of the times. The transportation industry has consistently combined the emancipation of development of transport productivity with the improvement of people's livelihood and regards safeguarding and improving people's livelihood as the starting point for all work. In addition, we will strive to share and benefit the basic public services for transportation. [11:05]

[Moderator]: In fact, I also feel that China’s economy has developed rapidly in the past 10 years. With the rapid development of the economy, the requirements for our transportation industry are certainly very high. How do you come under such pressure? Treat it? [11:16]

[Gao Hongfeng] It should be said that the transport industry has achieved tremendous development and progress in the past 10 years. However, the gap between the requirements for the development of the national economy and the safety of the people is still very large. The total mileage of our expressway has already reached the second place in the world, and our total road mileage is also the second highest in the world, with more than 4 million kilometers of roads. Compared with the population of 1.3 billion, we are the second largest in the world. In terms of total economic output, it is obviously not enough. In particular, it is not enough in relation to the increasing demand of the people for travel. The United States has less than 300 million people and now has more than 6 million kilometers of roads. In terms of quantity, we feel that the demand is still large, so the construction of transportation infrastructure is still in a period of major construction and development. Of course, waterway transportation is also advancing vigorously. Our development of waterway transportation is still good. Now we have increasingly valued the characteristics of efficient water transport, energy saving, and low pollution, so the demand for water transportation is also increasing. [11:16]

[Moderator]: Start with small details. [11:19]

[Gao Hongfeng]: In short, I feel that with the development of the national economy, the demand for transportation will increase and the demand will increase. Therefore, the development of transportation is a long way to go. It should be said that the pressure from the transportation management department is still very great. How we can meet the requirements of the development of the national economy and meet the growing needs of the people is always our mission. We will further carefully summarize the experience of the previous 10 years in accordance with this spirit, and further Plan for the future work, promote the transportation industry to achieve better and faster scientific development and safe development. [11:19]

[Moderator]: In the past 10 years, our transportation industry has also brought us a brighter feeling in terms of services. In recent years, the transportation industry has emerged a lot of outstanding collectives and models. These models set a good impression on China's transportation industry. [11:34]

[Gao Hongfeng]: The transportation industry is a basic, pioneering, and service-oriented industry. The transportation industry is facing the broad masses of people. We must put services on the agenda of our important work. We have done a lot of these years. The work also sums up many excellent models and collectives, such as the Guo Na Land Aviation Class. [11:34]

[Gao Hongfeng]: At the beginning of the establishment of the team, it was composed of 8 female employees and currently has grown to 15 people with an average age of 29 years. The team members are all selected from the entire station. They welcome more than 40,000 passengers every day and provide hundreds of convenience services such as enquiry, guide and radio. Through several years of hard work, the team has won the “Pioneer Workers” nationwide, the “Top Ten Women's Civilization Posts”, the National “March Eight Flags Collective”, the “National Women’s Workers’ Patriotic Careers”, and the “National Advanced Learning Group”. Five other national honorary titles. [11:34]

[Gao Hongfeng]: There is also a team that is not well known in the transportation industry. It is the rescue team of the Ministry of Rescue and Salvage. Peng Wei, the captain of the first rescue team of the Beihai Air Force, is one of the typical representatives. Since 2005, he has conducted 385 flights in extremely critical and difficult conditions, successfully rescued 375 people in distress, and took 1100 hours of safe rescue flights. He successively won the "Sea Special Brave Award" granted by the International Maritime Organization, the "National May 1st Labor Medal" awarded by the All-China Federation of Trade Unions, the "Advanced Workers of the Transportation System" granted by the Ministry of Human Resources and Social Security and the Ministry of Transport. Honorary title. In terms of salvage, we have boats and planes and are on duty on duty 24 hours a day. Persons in distress on the water can call for help at any time, and we will arrive at the scene the very first time. This kind of assistance is usually carried out under conditions of great winds and extreme weather conditions. This kind of relief is extremely difficult. In the past 10 years, our professional rescue team has helped more than 30,000 people, and it is not easy. For example, in the Wenchuan earthquake, our rescue force also went. We achieved great results during this period. Their slogan called to leave students' hopes to others and leave the danger of death to themselves. [11:34]

[Moderator]: When you introduce Guo Na’s land aviation class, he said that the average age is only 29 years old. Every time he mentions the four words of model workers, he has very experienced senior employees who have worked for many years. He did not expect that the average age is so small. , isn't our Ministry of Transport having very strict requirements for improving quality? [11:36]

[Gao Hongfeng]: Transportation is still a developing industry. With more and more people working in development, it is now more than 35 million people. The age of the team is relatively young, and another one is really like you just said. We have put forward higher requirements for service standards. The service industry should say that old workers should also give full play to their advantages. Young workers should also give full play to their enthusiasm. Young employees are very passionate and put their in ordinary posts. The enthusiasm must be mobilized and it is also an advancement of our work and an exercise for them. [11:37]

[Host]: Airline stewardesses are the industries that everyone is pursuing. We have found increasingly young faces in public transport vehicles. Has it attracted many young practitioners along with the quality requirements of the service industry? [11:39]

[Gao Hongfeng] It should be said that the transportation industry is a development industry and its appeal to young people is relatively strong. I feel that in this team, these young comrades very much love their work after coming in, despite this The work is very hard, very ordinary, very trivial, but they are all serious about their work and trying to do their job well. Especially at some dangerous times, I was still very touched. For instance, when I was in Wenchuan earthquake, I went to Wenxian County. I saw with my own eyes the stones in the mountains flying down. Our comrades wore helmets completely regardless of danger. After we went to Tanggula Mountain Pass, I felt the spirit of them. Without this perseverance, it was difficult to support it. At 5,100 meters, people were all the same as blacks! Ultraviolet radiation is very severe, lack of oxygen, especially in winter and cold, and snow, it is difficult to support without perseverance, so I was very touched by them. [11:39]

[Moderator]: Before our road passed a certain amount, suddenly there was such a good policy that spurt growth. Everyone was very happy. They were very supportive of the emergence of this policy. They all travelled all the time. It is indeed a great challenge and test. [11:52]

[Gao Hongfeng]: This is the case. [11:52]

[Moderator]: This is a policy and a measure that our people are living up to and that people are very supportive of. We are very grateful to High Minister for participating in our interview in the midst of our busy schedule. Through the program, we have sorted out the tremendous changes in the transportation industry in the past 10 years. As our living standards continue to improve, we still have some ways to explore in terms of transportation. However, from the high-level minister's free disclaimer, and the fact that he does not let off, we have also seen the confidence of the supervision department in serving the people. Thank you, Minister Gao. Goodbye.
