“Historical data show that every cancellation of the tax exemption policy has greatly promoted the development of crawler crane industry in China. In 2005, the state cancelled the tax exemption preferential policy for crawler cranes under 300 tons. In that year, only 179 imported crawler cranes were imported, which was a year-on-year decrease. In the following year, 50% of domestic crawler cranes and more than a dozen model models with relatively comprehensive product spectrum were formed, which basically replaced imports, said Xiang Wenbo.

According to incomplete statistics, so far, China has imported more than 1,000 tons of crawler cranes with a value of more than 2 billion yuan. Major technology and equipment, it is indeed necessary to import domestic parts and raw materials that cannot be produced domestically, exempt from customs duties and import value-added tax, and construction machinery manufacturers that meet the requirements may apply for enjoying the preferential taxation policy for imports.

"This policy has effectively promoted the optimization of China's equipment industry structure and gave birth to a new economic growth point for the equipment manufacturing industry. It has actually increased the core competitiveness and independent innovation capability of advanced manufacturing industries," Xiang Wenbo said.

Regarding the suggestion made by the deputy to cancel the import tax exemption policy for more than 1,000 tons of crawler cranes, the Ministry of Finance replied that in December 2008, the Ministry of Finance and relevant authorities issued the “List of Imported Goods for which Domestic Investment Projects are not Exempted from Taxes (2008 Adjustment)”. With regard to equipment that has made substantial progress in the domestic technology level, the technical specifications for importing non-tax-exempt equipment have been correspondingly increased, which has played an important role in promoting the development of the domestic crawler crane industry and promoting independent innovation by enterprises, such as the import of equipment without tax exemption.
