According to the overall goal set out in the Implementation Opinions, by 2020, the application of new energy vehicles in the transportation industry will begin to take shape, with a total of 300,000 vehicles in urban public transport, taxis and urban logistics and distribution, among which The number of buses in the new energy city will reach 200,000, and the number of new energy taxis and urban logistics and distribution vehicles will reach 100,000. Among them, in the Beijing-Tianjin-Hebei region, new or updated urban buses, taxis and urban logistics and distribution vehicles, the proportion of new energy vehicles is not less than 35%.
In addition to the increase in the number, the supporting facilities for new energy vehicles will be basically complete in 2020, and the operational efficiency and safety level of new energy vehicles will also be significantly improved. According to the "Implementation Opinions", by 2020, the application scale of new energy vehicles in China will be significantly expanded, and the proportion of new energy vehicles in urban buses, taxis and urban logistics distribution vehicles will increase significantly. Public transport cities create cities to add or update city buses, taxis and urban logistics distribution vehicles, the proportion of new energy vehicles is not less than 30%.
In terms of models and structures, new energy vehicles must comply with relevant national technical standards. The quality guarantee period for new energy vehicles and key components is not less than 3 years, and through 15,000km reliability test, the number of approved members is not less than 85% of the same vehicle fuel vehicles.
For many charging and replacing facilities that are of concern to new energy vehicle owners, the "Implementation Opinions" are also involved. When planning and constructing urban integrated passenger transport hubs, bus hubs, taxi operating stations, urban logistics distribution centers and service areas, and express logistics parks, relevant departments should allocate fast-charging and replacing facilities according to their needs; When maintenance yards, maintenance plants, and taxi parking lots, you should also consider the construction of "slow charge-based, fast charge-assisted" charging facilities. For existing urban public transport, taxis, and urban logistics distribution stations, in line with the construction conditions, and in light of actual needs, accelerate the construction and improvement of charging and replacing facilities. At the same time, China also encourages and supports social capital to enter the service sector of new energy vehicle charging and replacing facilities construction and operation, vehicle leasing, battery leasing and recycling.
New energy vehicles will also have certain support policies. Between September 1st and December 31st, 2017, vehicle purchase tax was waived for pure electric vehicles, plug-in (including extended-range) hybrid vehicles and fuel cell vehicles. Relevant departments will also cooperate with the reform of the urban bus refined oil price subsidy policy, and link the subsidy quota with the completion of the new energy bus promotion target, forming a mechanism to encourage the application of new energy buses and limit the growth of fuel buses.
